The licenses are done at the provincial level. Ontario is at http://www.ontarioinsurance.com/ (the Financial Services Commission of Ontario) and click on licensing. You will have to write a test, and there is some relatively easy education requirements (I've taught continuing ed to these guys. They come and do their work or sleep during the class).
I think for the first couple of years you are a level I which means you have to be under the wing of someone else. Again, that's in Ontario but other provinces are similiar.
If you're actually considering selling insurance (?), here are some of the sites you should also visit:
Caifa: I don't have a link, but google will find it.(Cdn Assoc. of something something agents).
Independent Brokers assn: www.ifbc.ca (Hey! I'm a CFSB from them!)
and the agent's discussion forum that really needs some work:
www.foradvisorsonly.com.
And if you're planning on selling insurance in Canada, feel welcome to PM me.
