It's been a few years, and (as usual) I'm doing it from memory, but the nominal definition of Man of the Year is the person who most influences events for better or worse.

While I like Rudy (he is not an unflawed man -- or leader), he ain't Man of the Year. Man of the Hour, for sure.

shoulda been Bush, more important than bin laden's attack was Bush's response, he dragged his own advisers kicking and screaming into all-out war, won in a few months.

besides, obl is dead at the bottom of one of those caves, and it ain't even xmas yet. his fate will be debated for the next year as we dig out the caves one by one, until we find his corpse.

I'm not a big fan of the Rudy choice, either. But, does it really matter who they select?? What difference does it really make?

It's just the opinion of the priveleged few. Time's ultimate responsibility is to sell magazines, and this is just free advertising for them.
