What exactly do they do? If someone had about 7 years of non-consulting healthcare experience and 5 exams , what kind of money could s/he expect in average COL area?

I think your question is what does a health and welfare actuary do. While this isn't an endorsement, one of the better explanations I quickly found on the web was this one: http://www.haygroup.com/benefits/health+welfare.asp that explains what goes on in their health & welfare area.

Our salary survey (http://www.dwsimpson.com/salary.html) for 7 years, 5 courses shows a compensation range of 64-85K for the middle 80% of actuaries. That's life/health combined, as well as insurance/consulting/other, so isn't specifically what you asked but is a sort of benchmark.
