I think the only thing that would make a difference is the make up. But it shouldn't be slathered on. It really annoys me when my wife wears dark lipstick.

I love stockings
Heels work on some but not chubby legs. Chubby legs can still pull off stockings. Don't like white stockings.
I like any makeup as long as it is understated or deliberately overstated. Almost always like lipstick. Generally not eyeliner.
Generally don't like extra long nails, but do like nice nails but not press ons. like painted toenails.
Like bracelets but one or two.

I just looked at the hair pictures. I vote for not styled as well. And also some women look much better with their hair up or pulled back, some don't.

Improve is a very general term.
Here's what they can do, normally.
1. Make a woman noticable.
2. Make a woman classy.
3. Make a woman interesting.
4. Make a woman beautiful.
...none of these things have to do with being a straight man though.
Generally speaking, they don't make women more sexy. Although, if the man in question is somewhat unobservant, they can be used to bring attention to certain sexy parts... Rings on long fingers, heels at the ends of long legs, tassles on the tips of perfect breasts...
They also help substantiate \archetypes (princess, queen, whore, concubine, wife, mother, crone, nun, young girl, fairy, goth, punk, sub, dom, bad-ass, *****, etc.) Those are all a little extreme. But basically whatever put on suggests a character and an associated sexy or unsexy mythos, that depends on the man's individual psychology.

it really depends on the woman. In general for make-up, less is better. Some women look great with nothing. Some can't pull it off.
Perfume, I don't want to smell it as you pass by my office.
Clothes - depends on the woman again, not all styles work with all women.
Please, no piercings or tats.

Here's what I have to say about heels - if you can walk properly in them, they can be pretty good, but if you can't walk in heels, don't wear them, very unsexy watching some girl struggle to stay upright, or walking awkwardly.

rings - lower appearance. They take away from the delicateness of the girl's hands. Plus, when single women wear more than 3 rings it gives me the impression that they're dying to get married but keep ending up with consolation prize rings - not the one they really want.
Hair - Any kind of hair except "up" improves appearance.

high heels - doesn't matter

mascara - As long as I can't see it, it improves appearance

fingernail polish - if your fingers are pretty without it, then it seems a shame to cover them. Otherwise improves

Any jewelry improves appearance, but please nothing flashy or gaudy. Like huge azz earrings or bracelets - thats just tacky.
For hair, I would say curly is the ugliest. Long is your best bet, very few women can pull off the short hair. Do something like Jennifer Anniston.
Clothes, don't matter.
Surprisingly, makeup does make a huge difference in a woman's appearance!
None of the above matters if you don't:
A) Have clean skin.
B) Have your diet in check, keep this in check for not only appearance, but health.
C) Have white teeth.
D) Having a tan is helpful, but not required.

Can't say I notice too many of those things. I'm fine with whatever as long as the girl don't overdo it. Glossy lipstick does turn me on a bit, though. Not too glossy. Just enough to reflect light. Yow.
Eyeshadow is fine, I guess. As a straight dude, I can't say I remember much about anything I've "liked" (makeup and hair wise). I just remember what I haven't liked. Huge hoop earrings, solid black eyeshadow. Basically, what I've been sayin'. Basic makeup, not overdone. A type that reflects your personality.

Clothes, don't matter.
Clothes are incredibly important to her appearance, and not just to the extent that you can undress her with your eyes.
Well-dressed is often correlated with prosperity and therefore education and good values, which are attractive characteristics. But beyond that, pleasant appearing clothes indicate that a woman is discerning and aware of the statement she makes to the world.
Women who can't dress (and they are legion) are creatures I find quite entertaining. But not attractive.

As far as everything in your list, I would say not a single one of them "improves" a woman's appearance. If it makes her happy to do any of them, by all means, do it. But I couldn't care less, unless you start getting into trashy stuff like body piercings, tattoos, green hair, etc... . Automatic turn-off there.

That is not true. As I have gotten older, I can definitely tell a huge difference between a woman when she has makeup on and doesn't.

None of these. Before I was married, and She-Who-Became-Mrs-Browncoat was trying to catch my eye, she went to great lengths to look nice when she knew she'd be seeing me, to include most of these things. Little did she know how terrible I thought she looked all gussied up.
I don't think she even owns any make up anymore.
Now, I do like it when she wears perfume. One brand in particular that knocks my socks off. :sigh:

In general most of this stuff is silly IMO. Any hairstyle that looks like it took more than a few minutes, enough makeup that you can tell it makes them look significantly different than they would without, and excessive/big jewelry: all are bad ideas. Fancy nails = high maintenance chick. Keep it simple, otherwise we might as well all just wear disguises.

bracelets - maybe (if part of personal style)
necklaces - :love: they direct the eyes to the right place
other rings (i.e. piercings) - yes, if it fits your style
tattoos* - same as "other rings"
*tramp stamp - NO!
hair - i like short hair the best (like a pixie haircut). long straight hair is boring. but big poofy overelaborate hair (think "texas beauty queen") is a huge turnoff. color can be good.
makeup - the less the better... it varies though. for stuff like fingernails/toenails, guys really don't care... you care 100X more, so do whatever you like.
dresses & skirts -- much preferred to jeans or shorts
personal style - going off what MTS said, clothes are very important. the most critical aspect is fit - choose clothes that flatter your body. this is the single easiest thing that most women could do to improve their physical attractiveness, and I'm continually surprised at how many women wear clothes that either are unflattering to their body type or baggy (hiding their body entirely).
an added bonus is if you can have a strong sense of personal style... i'm a fan of the "juno" indiegirl type, but really anything works as long as it reflects you.

I can't think of any of those thing that are turn-on or turn-offs unless done to extreme (moderation in the key). It is also situation dependent. If you get all fixed up for a night out, great. If you are like that everyday then that is a sign of a "high maintenance" women (and a turn-off). Another example are earrings. A pair of nice earrings are good. Multiple pairs or huge earrings are not.
Tats and excessive piercings (more than the ear -- no more than one in each ear) are trashy and a turn-off.

i've found that regular exercise and a healthy diet can improve a woman's appearance...
I'm continually surprised at how many women wear clothes that either are unflattering to their body type or baggy (hiding their body entirely)again this discussion of regular clothing is a :capn:
but since you bring it up, don't be surprised, finding clothes that fit off the rack is very difficult. for most women I know, almost every item of clothing they own is a compromise in some way

Of that list, probably my top 3 that truly enhances a woman's appearance are (in no particular order):
hair w/highlights (long/flowing dark hair with blonde/light highlights the best)
eyeliner
foundation/blush (just don't cake it on, I had an ex like that)
For me (and I may be in the vast minority here), I don't care much for seeing jewelry. Maybe a tasteful, simple earring and/or necklace. I just feel that if a woman has too much jewelry, she's either indulgent and/or extravagant, both of which I probably can't afford.
So, I'm looking for the cute, cheap chicks.
