In the SOA syllabus, when they are saying that a section is "background only", what does it mean exactly?

I think it means reading it would enhance your understanding of the core material. However you should not see a question directly testing the background reading, ie you're not responsible for knowing/memorizing "stuff" from the background reading for the exam.
