Rule Change: Keeper Status and Transition RUN-OFF

1. No player can appear on the keeper list for three consecutive years (with transitional period).
2. Current rule - A dropped player starts a new 3 year contract, unless the same owner picks up the player within a week.
3. Abstain

Again, as stated in the other thread, if someone abstains, it will count as 1/2 vote for each side.
6 2/3 are needed to pass.

One minor issue: in the original poll, both Harvma and Joe Blow voted. Now, they represent the same team, and only get one vote. However, they voted for different options.
Guys, please coordinate a little better this time. Make up which option you prefer, and only cast one vote.
If two votes are cast, I will count Harvma's vote, as he is the owner of the team.

"I don’t have a pony in this race." means that I don't have a vote. I wrote the rule so of course I was in favor of it. Harvma has the official vote as it is team. Only one person mistook this as abstaining from the vote. That same person later gave half-credit to "not having a pony in the race."
