A little embarrassing, but this line has me baffled. Can anyone give a short interpretation of it.

any Private Passenger Vehicle with respect to which an insurer to whom an application has been made to insure the risk is authorized at law to decline to issue or refuse to renew a contract of insurance in respect of such risk.

I think it says you don't have to write an auto policy if you choose not to.
