And, what is \beta?

I caught that too - there are actually a few times I nearly went through the whole paper when it would have been a waste

I assume even though "Part 3. Calculation of the Optimal...." starts on page 337 (and continues on subsequent pages) we are not responsible for any part of it?

Worst case scenario: what material on page 337 in Part 3 is worth "knowing" in relation to the rest of the article? Not very much . . .
