He would do something absentminded that would accidently result in victory and at the end of the show he would shout Woo-Hoo!

He would ask Apu for advice. Then they would both go on a trip to find Osama Bin Laden in the Afghan mountains. They would find him despite a billion blunders. Then they would all come togethor over their shared love of donuts.

Homer would find a subordinate who he feels is intellegent, judicious, reliable and loyal. Perhaps someone like Dick Cheney. He would trust all advice from this subordinate. He would not solicit alternate advice and recommendations, as to do so would require significant effort and brainpower to scrutinize the pro's and con's of alternative courses of action.
