Go ahead and bring the 20,000 to t=.5 (20,000)(1.04)^(1/2).

Then take that amount and find (1400ADo_n=4_i=.04) + v(1400ADo_n=3_i=.04).

This gets you your value at t=.5 of the payments for the first 4.5 years. Bring that amount to t=4.5 by taking the amount in the above valuation and multiplying by (1.04)^4

Now you have the value at t=4.5, and you know the remaining payments are n=6_pmt=2800. Make sure you switch out of begin mode.

PV = -Whatever the value at t=4.5 is
N=6
PMT=2800

I think he was trying to calculate how to set off an atomic bomb. ActuarialSuck and LifeIsAPoissonProcess should be banned for terrorism.
