Access Import Specifications

I have Access 2000 and Win 2K. When I set up an import specification to import a fixed width text file and then need to add fields later on, I can not get Access to save the changes. Apparently there is some service pak or something available to fix this. Has anyone successfully done this? If so, can you point me to the correct service pak or download?
