At what point do people usually take the online courses for CAS?

They are new enough that you won't find a general "consensus".

They are designed to facilitate understanding of Exams 5 and 6.

But you can sit for the Exams w/o taking the Courses. But the Courses are pretty straight forward (I'm taking Course 2, and I've heard that Course 1 material isn't all that difficult).

i am taking mine after prelims but before exam 5 and 6. i decided not to sit for 6 this fall, but to take vee, and both modules instead. working out beautifully so far.

They're easy. Significantly easier than any of the preliminary exams. You could take them before you took exam 1 if you wanted. That said, they only benefit you if you're on the CAS side. I'd just wait until you're sure you want to go into the CAS side, then start taking them, which is usually around exam 5 (maybe earlier to you find full time CAS employment before then). A smart strategy would be to time them so that you're taking them about a month or two after you finish a 'real' exam (assuming traditional spacing of 6 months between exams). You typically wouldn't be studying in that period anyway, so you're not harming your ability to pass a real exam. Also, you really shouldn't need much more than a month or two of studying to pass these exams. The questions are a lot more straightforward than on a typical actuarial exam.

Judging by the condescending BS about the difference between probability and possibility, I concluded that OC1 was designed to be taken before middle school math.
