I have close to 3 years US experience in pensions. Now I live outside the US. I would like to know what exactly are the requirements to become an EA. (Other than the exams)

and the ongoing credits required?

Within a 15 year period immediately preceding the date of application you would need either 36 months of responsible pension actuarial experience or 60 months of responsible actuarial experience which includes 18 months of responsible pension actuarial experience.

See 20CFR901, which can be found at www.irs.gov, for more details (including the definitions of responsible actuarial experience and responsible pension actuarial experience).
