IP's

(1) Anyone know what IP's are? Aren't the specific to each computer?
(2) Is there a way to change one's IP?
(3) Is there a way to find out who given IP is or where it is located?
(4) Is there a way to find out where a given IP has been surfing?

I know what some of you may be thinking, but no, I am not in trouble with Traci or Glenn. It is just that I think, I know how I've been chatting with and I would like to try confirm it.

Any web sites will be helpful and greatly appreciated.

I found a ton of links just searching on IP Addresses on google. Some may be better than others depending on your computer savvy.
