Let's say the chief actuary at your company is going to retire soon. Now the company is looking for his replacement. There are some FSA's at your company who may be technically qualified for the job but do not have "the complete package" (e.g. communication skill, people skill, experience,...). Would your company promote one of those FSA's anyway, or is it looking for someone outside? If the latter is the case, would that create any serious problem/resentment?

If it did create resentment (looking at outside candidates), then the current FSA's should just deal with it and realize their shortcomings. My company has a similar situation, but I don't think any of the fellows feel slighted - they're taking it in stride.
