Don, Age 50, is an actuarial science professor. His career is subject to two decrements:

Decrement 1 is mortality. The associated single decrement table follows De Moivre's law with omega = 100.

Decrement 2 is leaving academic employment with mu = .05.

I follow the answer fine. Except, what in the problem tells us to use p' rather than p to get p(tau)?

You use p' (at least for Decrement 1 because of the phrase "The associated single decrement table". p refers to the multiple decrement table.
