Although popular opinion these days seems to condemn bilingual education entirely, many who have studied the issue take the opposite point of view. I'm taking the JB exam.

Tangent: I grew up having to learn 3 languages. Only one was used for instruction in school. The other two were taught in school and all 3 were spoken outside of school.

OK, back to topic.
This morning on NPR, there was a story about Mexicans settling near Gettysburg, PA. Apparently there is some crop work, there, and their children go there and expect to get an education.

1. Should farms be taxed a little bit more for the extra school expenses they cause?

2. How should W's "schools will be accountable" philosophy be modified to account for influxes of non-English speaking children?

3. If there is some exclusion of test scores for ESL students, how long should it be (the claim is 3 years), and how should these children be tracked (due to the migratory nature of their families)?

4. How should the ESL students' progress be measured?

Just looking for open-minded discussion here. I've seen it before, so there's reason for the hoping.
