The article reads a bit like auditing a spreadsheet but I think I am struggling my way through. However, am stuck here:

.... Therefore, the relativity was capped so that:

Current IPMF * TOP 38 Relativity / TOP 10 Relativity = 1.022
I think it has to do with me misunderstanding the definition of IPMF and relativity. I understood:
* IMPF (Implicit Package Modification Factor): a discount given to policyholders if they combine a couple of policies into one.
* TOP i relativity: Indicated change (over the last evaluation) in the IMPF

So I don't understand the following:
* How can the IPMF * relativity / other relativity be greater than 1.022, it is supposed to be a discount?
* Why would you divide TOP 38 by TOP 10 and not TOP 11 or TOP 9?

The following page makes no sense to me either:
TOP y indicated IPMF = TOP y current IMPF * TOP y relativity / monoline relativity

Monoline relativity? Where did that come from?

I fear there is some serious misunderstanding going on here.

My copy All 10 summarizes those pages with:
This is accomplished through the use of a Bailey type minimum bias procedure
