The syllabus mentions:

"Candidates are not responsible for the end notes."

Does anyone know if they are referring to the appendix or the footnotes?

I don't have the paper in front of me, but usually endnotes are distinct from footnotes, and apear at the end, so I presume they mean the appendix.

I would disagree. If they meant to leave out the appendices, they would have said, "except for the appendices." The same endnote exclusion is on the Feldblum Statutory Surplus paper, where there are no appendices. On the surplus paper, Feldblum actually labels the footnotes "Endnotes".
