Why do I have to logon to the forum when I have a login for the website?

Because the person who runs the website allows an independent group of actuaries to have this forum on his server. Glenn delegates the running of this forum to Traci and the mods.

If your question is "Why do I have to logon twice?", you don't. You can logon just once, to the forum, if you start by coming to http://www.actuary.ca/phpBB/index.php

The website/homepage software and the forum software are distinct programs and use two different databases.
The website/homepage software is meant for a portal - like slashdot.org. The login would allow you to post news and items that would appear on the homepage - except I've disabled this feature so that only I can post news items (which I do, btw, so it's worth a visit once in a while). We don't really need this feature with the forum here. This login may eventually be used for people to administer their job postings but right now it doesn't do anything.
The website/homepage software is a hack of phpwebsite.appstate.edu - a php-nuke/post-nuke type of package for those who know what that is. Other phpwebsite users have integrated the logins with the phpBB forum software we use here, but I've not bothered because there wasn't any reason to do so.
