15 PD credits before Plan approval

It's clear that you can't get more than 15 PD credit before your plan is approved. But does this include credits from the 2000 conversion? I have 5 from the conversion, am I limited to 10 or 15 before approval?

Conversion and exam-validated credits are not counted towards the 15 units allowed prior to initial acceptance; you may earn an additional 15 units.
