What does the funny looking "<" symbol mean that Teng and Perkins use in their article: "Estimating the Premium Asset on Retrospectivley Rated Policies"?

On page 617, it looks like they are using it as a difference operator.

On page 624, I don't know what they mean when they say:

CLR = LR(1 < Chi < LEF)

(where "<" is a curved "<" symbol).

Any help appreciated.

I believe it's a minus sign. This came up with Part 5 this spring.
