PD vs C7

I read somewhere about pre 2000 credit for Course 7 can be converted to PD. but I can't find that article from Soa. Does anyone know? Would it be a easlier path to convert pre 2000 C7 to PD, then attain C7 seminar. Or don't do anything about C7, do 50 PD? Please advice. Thanks

I cannot understand the above stateemnt.
I know nothing much also about this C7 and PD.

I just knew that you may use pre-2000 credits for ASA in replace of taking C7.
