I understand the problem, except for why n=2. I know n is the number of exposures, but why 2? Why not 4?

In non-parametric empirical Bayesian Estimation, Z is dependent upon the group exposure, not the total exposure. The exposure is 2 in each group, so 2 is used, not 4.
