Any candidate registering for an FAP exam must secure his/her own supervisor. Preferably, the supervisor must be an FSA (in good standing). If an FSA is not available, other acceptable designations would be: FCAS, FCIA, FFA, FIA, FIAA, FSPA. After finding a qualified supervisor to administer the examination, the candidate will submit an application to the SOA. The candidate’s supervisor administers the examination in an appropriate workplace or other business location agreed upon by the candidate and the supervisor. Candidates will be required to download ExamSoft software prior to the examination (candidates do not need to purchase the software). Note that ExamSoft is the same software currently used for the Course 7 Pretest and is easy to install.

For those who are not working or at least not in insurance companies where all acceptable designations are not availble, what could they do?

The SOA directory is probably the best place to look. Get in contact with an FSA/FCAS/Fellow nearby.

When do you think would be a good time to do so? If I register to FAP but end up failing to secure a supervisor, that would be painful. But the exam will be in August, is it too early to ask them now?

It's never a bad idea. Maybe send them a quick e-mail introducing yourself and describing the reason for sending the e-mail in the first place. I guess the main thing is to get your name known, and as long as you don't spring it on them a couple weeks before the due date for the exam application.
