what are the most important books for course 1? Also, are there any particularly helpful study guides? And how many hours does a person actually truly need to study for it?

I took Course 1 May 2002 and passed. I used the Averbach/Mehta first, since it was a lot simpler & then I went through the Actex. I found the actex to be the most helpful thing.... but that's just me.

I think Course 1 Exam preparation manual and actex manual better.

I studied for about 100 hours. By the end I was getting between 85 and 95% of the questions right from the past four released Course 1 exams. I also thought that the best review class is the email course offered by Ramalaman. Most books suck. You will learn more from just doing the past exams or practice exams and then looking up what you don't know from a text book or something. The explanations given by the society were actually pretty straightforward, but not very comprehensive.
