per Cas website (Sarcasm in bold):

New Reading Time For Exams 3, 5, 7 and 8, a 15-minute reading period will be given immediately prior to the start of the exam. The reading period will begin at the published start time of the exam. After candidates have read the instructions, the proctor will give candidates 15 minutes to silently read the questions.

And realise just how little they remember from the part 7 sylabus

Candidates may wish to use this time to ensure that they do not have a defective exam and to develop a strategy for which questions they will attempt first.

Read, answer incorrectly first

Writing will NOT be permitted during this time and candidates will not be permitted to hold pens or pencils.

Candidates will only be allowed to sweat profously, wish they went to the bathroom, and panic

At the end of 15 minutes, the proctor will give the instruction for candidates to begin the exam. This will mark the beginning of the timed section of the exam.

Runners, take your marks, no false starts allowed

Because the 15-minute reading period will begin at the published start time of the exam, the timed section of the exam will conclude 15 minutes after the published completion time.

I think I will go nuts wanting to grab my pencil to remind me what to do. Make it 5 minutes if it is just to check for a missing page. 15 minutes will be an eternity.
