Earning PD credits through posted RSA

Instead of buying tapes, could we just read the transcripts and earn PD credits? The sections that I have any interest in the Spring meetings are posted in

The PD page says only that you can get credit for professionally audio or video taped meetings. I seriously doubt you'd get credit for just reading. But there are audio tapes available for most of the sessions from Colorado Springs.

I was wondering... Subject to the 25 months rule and the "no more than 15 pre-approved credits" rule, can we use PD credits that were obtained by attending conferences before the date the final exam was passed?
