I have a colleague who has C1 - C5 and C7, no conversion credits and waiting for C6 results. As far as I know, he is not eligible to do PD. However, he told me that SOA has sent an email to him informing that he is eligible to do PD. Can anyone confirm this?

In recognition of printing errors on some November 2005 Course 8 exams, we have modified the Professional Development (PD) rules to eliminate the requirement (in the absence of conversion credits) that Course 8 be passed prior to starting PD. This modification applies to all candidates who took Course 8 in November, 2005.
For these candidates, we will waive the requirement that Course 8 be passed prior to starting PD. Affected candidates who have credit for Courses 1-7 may elect to file their PD plans immediately. Those who receive credit for Course 6 or Course 7 (thereby completing Courses 1-8), in 2006 may also elect to file their plans at that time.
Please note that all other Professional Development policies and procedures still apply.
Due to conversion, final executed PD plans must be submitted to the SOA by the end of June 2007 before Professional Development is discontinued. Professional Development credits will not carry over to the new system; unfulfilled credits will be forfeited. Candidates fulfilling their PD requirement will receive credit for Exam DP in the new system. Candidates who receive credit for Course 8 and PD will receive credit for Exam DP and Exam CSP.

Unless you have conversion credits, I was unaware of anyway of obtaining PD for FSA. You could email the SOA and ask directly. They are very good at answering these questions. eq2005@soa.org This is the email address for asking about the system change it the impact on you.

If he has 25 PD units from some other exam-validated option, he can do PD to get his ASA

Did he take Course 8 last year and failed?

He is doing PD for FSA. He didn't sit for C8 in Fall 2005. From what I know about the eligibility to do PD (publicly available information), he should not be eligible. But, somehow, he told me that he has got confirmation from SOA that he can do. I believe he is not lying to me but possibly misinformed. He is already planning to attend some seminars soon.
What do you think the odds are of the SOA opening up PD to people who have Courses 1-7, don't have any 2000 conversion credits, and take Course 8 this November, with the argument being that they wouldn't have to wait two months to get started on PD?

You can start PD anyway....you can do 15 credits before your initial plan is approved. You can also start the project...how would they know if you've done it or not?

I am in exactly this situation. The only difference that I can see is that I have my ASA, and have passed C8 in the Fall of '05. I inquired with the omsbudsperson, and was told specifically that I cannot do PD unless I pass C6. (I also have no pre 2000 conversion credits.)
Let me know if you can find out more. As C-6 is not looking great for me, I wouldn't mind getting rid of the other CSP through PD.

I'm in the exact same position. I have courses 1-5, 7, & 8. I justed failed course 6 - and will not be allowed to start PD. I really can't believe this. They've changed PD regulations TWICE. Once for the course 8 printing problem, and the second time for not having enough c7 seminars available.
I just can't believe that they make exceptions for all this other stuff, but yet I'm not allowed to take anything until next year this time. This is going to tack another year onto getting my FSA.

I am planning to do PD for ASA. Does anyone here have any idea about the options available regarding the exam-validated options? Which of these options are more feasible than the other given the time constraints? I am thinking of ChFC, CAIA, FRM or PRM. Any thoughts on this? Thanks!!
