Where can I find SOA exam statistics which includes pass rates per exam per sitting, # of people who have take each exam?

I can only find that of CAS exams.

Tomboy probably counted the candidate numbers. Those aren't all the statistics asked for, though.
Where to find Fall 2002 stats? In the future. Within a week after Course 5 candidate numbers come out. They usually are released with the names, and the SOA doesn't want to release names until all reasonable individual candidates know their results first.
The CAS sometimes releases these overall stats before the SOA does.

What do "Number Ineffective" mean from the first link ?

An "ineffective" candidate is one who sdored less than 50% of the points required to pass. (E.g., if there were 120 points on the test and a score of 70 were required for passing, anyone with a score lower than 35 was an ineffective candidate.) It is another way of saying people who got a score of 0 (on the 0-10 scale) on the exam.
