Based on what little I understand of this paper, the expense variation factor (bottom p.8) seems like it should be inversed. If the actual risk ELR differs from the manual premium ELR, and you've already multiplied by the manual premium ELR, then shouldn't you correct using a factor of actual risk ELR / manual prem ELR ?
