Theoretically, everyone could get the same score....

Theoretically, everyone could get the same score. Zero would mean you got less than 50% of the required points to pass. Seven means you got 110% of the points to pass, eight means 120%, etc.

How do we know if tainted meat is a strategic or operational risk?

You could argue it's strategic because it's a "supplier failure" (Segal p 117) or it's operational because it's a "disaster"...
