Your statement was more true when all prelims were offered twice a year. Now with P offered 6 times a year, FM offered 5 and the rest of the prelims heading in that direction the path is a lot...

I think the better question is, if two students study for the exam together and, as a result, end up getting most of the same questions right/wrong, will they be be banned from taking any further...

To convict someone of murder, the burden of proof is on the prosecution to, I believe 99% certainty. If what the OP wrote is true, it seems that the SOA standard is suspect=guilty.

I am pretty sure Poisson Process has never been on "C." It is possible that at one point it was on Exam 4 (the precursor to C) but that would have been before my time.

I think those are actually two different questions. I know some people love both and some people hate both, but others (including me) have a higher opinion of the modules than I do of The VEEs.
