I think the lead group was too busy strategizing against each other. Saving their strength for the last sprint. By the time the chasers got there, chasers were tired.

yeah they could have easily held them off, but i guess it didn't really matter - one of the lead guys would still win since contador and shleck would be out of gas by the time they caught up, and none of them are close to the GC lead.
