Default 3L vs. MLC

Currrently the CAS allows MLC in lieu of 3L, but the SOA doesn't accept 3L in lieu of MLC. The proposed changes to MLC make the two exams even more different than they currently are. What is the likelihood that CAS will no longer accept the changed MLC?
