Why would a company hire someone who went to school to learn how to pass exams?

I would hire a math major with 1 exam before an Act Sci major with 4 exams.

Act Sci is a HUGE negative indicator to me. I know I'm more extreme than most.

If I could major in anything I wanted, it would be Pure Mathematics with an emphasis in cryptography. I could still take exams and try to get hired as an actuary, and if I couldn't get hired as an actuary, at least I could say I enjoyed my major.

Practically, I'd settle for a Liberal Arts degree, as long as it was cheap, so that I'd still be able to afford graduate school (with loans). I could always try to switch majors upon entering graduate school.

I was an econ major but if I had to do it over again I would major in Computer Science or at least take plenty of programming classes.

I look at math majors and laugh because they're using their mathematical skills to do absolutely nothing worth wild. Actually, the smart math majors go on to attempt to be actuaries because they realize how great the actuarial career path is!

If you still want to learn programming, there are plenty of online tutorials for various programming languages.
