I was wondering if this tends to be an actual program (with a given start date for everyone, training sessions/seminars, etc..) or just what they call "hiring entry level candidates". If the former, does that mean there is a specific hiring season/start date that I shouldn't miss? Thanks!

While it'd be nice to have additional context for the question, I'll comment on the title of the program . . .
I take it to mean a traning program for full time personnel (vs. training for interns and/or temps). And I wouldn't be surprised that if it's a formalized program (with a definite start date), I wouldn't worry overmuch about the hiring process. If you're hired soon after the start of one session, they'll likely just throw you in and expect you to "catch up" as appropriate; otherwise, they'll time your start date to minimize your wait for the start of the next session.

At Zurich, the "Associates Program" is really full time training like a classroom setting and you all go to different job sites together. Large non-actuarial companies seem to have similar programs like Pepsi and Diageo.
