Today they released the Passing Names and Passing Percentages. The average pass mark was 63%, or 19/30. For the overly curious (such as myself), that yields the following score breakdown (on the "average" test):

0 9 or fewer questions right
1 10-11 questions right
2 12-13 questions right
3 14-15 questions right
4 16-17 questions right
5 18 questions right
6 19-20 questions right
7 21-22 questions right
8 23-24 questions right
9 25-26 questions right
10 At least 27 questions right

I think effective passing is when you get over 50% and passing is over 63%

If I remember correctly, Effective passing = P(Passed|Score>50%)

Effective pass percentage is P(score>=5 | score>0, ie at least 50% of the pass mark)

Went from a 3 in March to a 6 in May.

Didn't take a single practice exam, but did the SOA 153 like 4 times

Simply put - I got lucky.
