Default Actuarial Opinion Statement

Does anyone know where I can locate some type of documents regarding the qualifications for signing actuarial opinion statement? I'm looking into a lot of the ASB documents but didnt find anywhere that they said explicitly whether you have to have FSA specialty track to sign the opinion. They mention something about the change and additional education but I'm not quite sure what that entails. Any info is appreciated. Thanks.
