If MS wants to, it could really put the hurt on Norton and Mcfee with big time promotion on MSE. But they don't.
There is some talk from time to time that MS should just integrate something like MSE into Windows. However, it seems like they are still a little gun shy from the IE anti-trust suit from 11 years ago.
