11th week... seriously? Is SOA really a professional organization? How professional is it to be 4 week-late on deadlines (without notice)??

There is no "deadline". There is "approximately 7 weeks". Which translates to a mean of 7 weeks with a standard deviation of 7 weeks.

These things are graded by volunteers who do this out of the kindness of their hearts. I know you would like your results sooner, but people don't have the time now. This is when a lot of actuaries are busy at work and I would imagine they are doing more work than grading.

I am trying to be optimistic and think that maybe they are at a west coast location?
