Default EA 2(A/F) syllabus change timing

It is my understanding from the note in the syllabus for the 2011-2012 JB program that the change to EA2A to EA2F (and also EA2B to EA2L) and the resulting change in presumption of knowledge (i.e. EA2F presumes EA2L; whereas EA2B presumed EA2A).

The note says starting in 2013....

Does this imply that November 2012 EA2A exam will NOT presume EA2B?
