Just soccer trying to drum up business in non-powerhouse countries. I dislike that split hosts both get an automatic entry. (but with the Euro Cup going to 24, does not matter as much)

Come to think of it, if things don't change much in the next 2 years, it could very well happen. The current Brazilian team is a disgrace, by Brazilian standards.
