MLC Exam centers in Northern California

The only places listed in Northern California are Novato, Sacramento and San Francisco.

Why Novato, given that there's already a center in SF? Would make much more sense to have the other test site in San Jose, or Berkeley or Stanford, or some other place in South Bay or East Bay?
