My BIL/SIL use it. they have no complaints. they tell me that in our area it uses T-mobile networks. TM is not the best, but it's serviceable. for them especially, since they had TM before switching.

Have you considered using Tracfone?

While the advertised plan is $15/mo (getting 200 min talk + 500 texts + 0.5GB for this price), you can easily use their flip-phone cards ($20 for 90 days) to keep service (adding 60 min talk) and simply add 1000 texts ($5) and/or 1GB data ($10) as needed.

Cost of the phone can vary, but no worse than what you're currently considering.
