Default live home tourney questions

Question of the First:
1. Blinds change every 20 minutes or so at first, then change every 10 minutes late in the tourney. I am fast becoming "Mister Clock" at my monthly gathering, since I can't stand watching someone think through what should be an easy laydown, call, or reraise. I understand someone trying to get a read, but these tankers have their head down, trying to recall pre-flop action, where they will be if they lose/win, etc. But this isn't a 2-hour blind structure like the WSOP ME, and it's only a $40 buy-in.

a) So, what kind of etiquette is warranted to call the clock on tankers?

It's possible some big-stacks like to do this in order to speed up the blinding out of smaller stacks, which I find pretty low-lifeish. (Especially when I was the short-stack.) Worse, when I call clock, some of these people like to then take up the whole time, even after they've made up their mind, punishing me for their indecisiveness.
b) Am I out of line for calling the clock? Do note that I never think that much, and if I do, I'm trying to get a read on the opponent.

I might discuss this with the tournament director prior to the next meeting.
