Default When did Indiana implement SVL

I'm looking for specific information on when Indiana adopted the SVL as a result of codification, specifically for what issue year did the valuation interest rates on health policies correspond to what was set out in the SVL, rather than the conservative 3 or 3.5%. If anyone could point me to a source I would really appreciate it. Thank you.
