I heard Yakov Smirnoff tell this joke on NPR once. I couldn't tell if he wrote it or not. It was a pretty interesting segment about how when comedians performed in Russia, they had to get the state's approval for the jokes they would tell. Also, the end of the cold war pretty much killed Yakov's career.
