You'll need to look up the exceptions, but I think you can have someone other than an actuary proctor the exam (like a professor or something).

Lightbulb ACTEX VEE Mathematical Statistics and ProctorU

Hello, please consider taking the ACTEX On-Demand Online Course for VEE Mathematical Statistics, and you can have your final exam remotely proctored in the comfort of your own home or office using the services of ProctorU which are available 24/7/365 worldwide!

ProctorU charges a modest $28 to have your two-hour final exam remotely proctored. It sure beats having to find someone who is qualified to sit with you for two hours, especially when their time is so valuable.

Please let me know if you have any questions.

Jolly is right that a Professor can proctor the exam for you (after permission of NEAS). The other option is to find FSA's in Paris via the SOA Explorer (I just checked and there are several)
