Default Publicly Available Medicaid Data

Hello AO brilliant, experienced, well educated, and I might even say good looking people. Now that you feel loved and respected, I have a favor to ask. I bet you didn't see that coming.

I'm looking for whatever publicly available Medicaid data I can find. I can find some fairly good aggregate data from some sources. Kaiser, for example, provides a lot of high level data that appears to come from CMS. I can also find some data in some states for specific measures. I don't have a specific project yet but I want to be able to answer questions like, is managed care providing better cost management or outcomes then fee for service state run programs?

The aggregate data does not appear to be able to answer these types of questions and many sources appear biased (not that they are necessarily but they appear biased on the surface). Any advice from some experienced Medicaid folks would be appreciated.
